When to repair windshield chip damage rather than wait?
As soon as it is clean and fresh. Contamination is what ends the repair option: dirt, road film and moisture get into the break, and resin bonds to clean glass. Clear tape over the outside buys you time.
What does it mean if the crack has grown?
That the damage is live rather than stable. Cracks extend through temperature cycling and body flex, and one that has moved once will move again — which also closes the repair window, since damage repairable at three inches usually is not at seven.

Why would a windshield whistle at speed?
Almost always because the seal or a moulding is not doing its job. New wind noise after a recent replacement points at the installation rather than the glass, and it is worth raising promptly because a path for air is also a path for water.
What if a driver-assist warning appeared after glass work?
Then the camera behind the windshield likely was not recalibrated, or calibration did not complete. The quieter version of this problem is a system reporting no fault while aimed slightly wrong — which is exactly why calibration is not optional.
